New English Learners Guidebook

The Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA), ushered in important changes related to the inclusion of English learners (ELs) in state accountability systems. The Guidebook on State Approaches to Incorporating English Learners Into Title I Accountability Systems provides an overview of technical approaches for designing accountability systems for ELs’ English Language Proficiency progress and attainment under the ESEA. The approaches detailed in this guidebook draw on empirical research from published reports, current guidance from subject matter experts, and examples from consolidated state plans.
