Additional Supplemental Appropriations for Disaster Relief Act of 2019, P.L. 116-20 (June 06, 2019). In enacting this legislation, Congress directed the Department to implement, with some modifications, certain provisions of the Hurricane Education Recovery Act, P.L. 109-148 (HERA).

Bipartisan Budget Act of 2018, P.L. 115-123 (February 9, 2018). In enacting this legislation, Congress directed the Department to implement, with some modifications, certain provisions of the Hurricane Education Recovery Act, P.L. 109-148 (HERA).
2019
The Disaster Supplemental, which was signed into law on June 6, 2019, provided $17.2 billion in supplemental appropriations to Federal departments and agencies for expenses related to the consequences of disasters in 2018 and 2019 for which a covered disaster or emergency has been declared, including $165 million for education-related disaster recovery activities. The Disaster Supplemental also provided the Secretary of Education with discretion to determine which disaster recovery programs to fund. The Department awarded funds through the 2019 Restart program, Temporary Emergency Impact Aid for Displaced Students, Emergency Assistance to Institutions of Higher Education, and Project School Emergency Response to Violence.
2018
Congress appropriated a combined total of approximately $2.5 billion for two separate programs: (1) the Restart program; and (2) the Temporary Emergency Impact Aid for Displaced Students (Emergency Impact Aid) program. The Department will determine the amount to allocate to the respective programs based on information provided by SEAs in applications for the Restart and Emergency Impact Aid programs.

2019 Immediate Aid to Restart School Operations Grants
Under the 2019 Restart program, the Department awarded grants to eligible State educational agencies (SEAs) to assist local educational agencies (LEAs) and non-public schools with expenses related to the restart of elementary and secondary schools affected by the consequences of Hurricanes Florence and Michael, Typhoon Mangkhut, Super Typhoon Yutu, and wildfires, earthquakes, and volcanic eruptions occurring in calendar year 2018 and tornadoes and floods occurring in calendar year 2019 in those areas for which a major disaster or emergency has been declared under section 401 or 501 of the Robert T. Stafford Disaster Relief and Emergency Act (42 U.S.C. 5170 and 5190).

2019 Emergency Impact Aid for Displaced Students Program
2019 grantees were eligible to apply for funds to make payments to eligible Local educational agencies and eligible Bureau of Indian Education-funded schools for costs incurred during the 2018-2019 school year as a result of educating public and non-public school students displaced by Hurricanes Florence and Michael, Typhoon Mangkhut, Super Typhoon Yutu, and wildfires, earthquakes, and volcanic eruptions occurring in calendar year 2018 and tornadoes and floods occurring in calendar year 2019 in those areas for which a major disaster or emergency is declared under section 401 or 501 of the Robert T. Stafford Disaster Relief and Emergency Act (42 U.S.C. 5170 and 5190).
SEAs applying for funding, under the Emergency Impact Aid program, must ensure that LEAs and non-public schools are serving displaced students as defined in the statute authorizing the program. For the purpose of the definition, the areas of a covered disaster or emergency are the counties that FEMA designated as eligible for individual or public assistance, as a result of a Presidential declaration of a major disaster related to a covered disaster or emergency.
