Grantee Performance Report Information

Consortium Incentive Grant Performance Report

Pursuant to Sections 75.118 and 75.590 of EDGAR, each SEA that receives a consortium incentive grant award must submit a performance report (through the consortium’s lead State) at the end of each year, and a final evaluation report at the end of the project’s final year.

Funding Status

On an annual basis, the Secretary may reserve up to $3 million for MEP Consortium Incentive Grants. Though individual grant amounts may vary each year, by statute they cannot exceed $250,000.

Eligibility

 

Who May Apply:

Section 1308(d) of the Elementary and Secondary Education Act of 1965 (ESEA) as amended by the No Child Left Behind Act of 2001 (NCLB) permits an SEA to enter into a consortium with another State or “other appropriate entity”. An “appropriate entity” can be any public or private agency or organization, such as a school district, a charter school, a nonprofit or for-profit organization, or an institution of higher education. However, only SEAs are eligible applicants to receive consotrium incentive grants.

Application materials will be posted in Spring, 2017.

Awards

Fiscal Year 2020 Consortium Incentive Grant Cohort

The Instructional Services for Out-of-school and Secondary Youth (iSOSY) is a consortium of 18 States that seeks to improve the educational attainment of migratory out-of-school youth (OSY) and secondary youth at-risk of dropping out and experiencing substantial barriers to academic participation such as high mobility with numerous educational interruptions, limited English language skills, homelessness, inflexible work schedules, absence of a parent/guardian, and limited prior schooling.

Member States: Kansas (Lead State), Alabama, Arizona, Georgia, Illinois, Indiana, Iowa, Louisiana, Massachusetts, Michigan, Mississippi, Nebraska, New Mexico, New York, North Carolina, Pennsylvania, South Carolina, and Vermont.

The Identification and Recruitment Consortium (IDRC) is a consortium of 26 States that seeks to improve the proper and timely ID&R of eligible migratory children whose education is interrupted. IDRC will also aim to assist state/local education agencies to develop, promote, and adopt enrollment, placement, and credit accrual policies to meet the unique needs of migratory children.

Member States: Nebraska (Lead State), Arizona, Arkansas, Delaware, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Michigan, Minnesota, Mississippi, Missouri, New Hampshire, New Jersey, New Mexico, New York, Ohio, Oregon, South Carolina, Vermont, Washington, and Wisconsin.

Inspire and Innovate: Migratory Parent Coalition (I2MPACT) is a consortium of 8 States that is designed to support state migrant education programs (MEPs) to increase parent involvement through an expanded understanding of parent involvement and improved parent involvement activities. I2MPACT’s work will support member states’ parent involvement activities identified in the various state Service Delivery Plans, expanding the notion of parent involvement to family engagement.

Member States: Pennsylvania (Lead State), Arkansas, Colorado, Georgia, Illinois, Iowa, Kentucky, and Montana.

The Migratory Parent Empowerment Consortium (MPEC) is a consortium of 9 States designed to strengthen the involvement of migratory parents in the education of their children, including supporting their children’s mathematics skills needed in order to be successful in science, technology, engineering, and mathematics (STEM) fields.

Member States: Utah (Lead State), Hawaii, Minnesota, Montana, Nevada, New Hampshire, North Dakota, South Dakota, and Virginia.

The Office of Migrant Education offered a general Pre-application Webinar for the FY 2023 Competition of the CIG Program on the following date: Tuesday, March 7, 2023 11:00 a.m. to 1:00 p.m. Eastern Time.
