State and Local Report Card Resource Library

This resource library serves as a one-stop shop for state educational agency (SEA) and local educational agency (LEA) staff to use in designing, sharing, and refining report cards that meet federal requirements and while also serving as effective communication tools with key stakeholders (e.g., families, business leaders, educators, and civic leaders).

The Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA), requires states and districts to publish report cards that provide key data on state, district, and school performance and progress. Report cards include metrics on graduation rates, student achievement, school climate, and teacher qualifications, as well as other key indicators selected by states and districts. In addition, states and districts are required to include financial transparency metrics in report cards; specifically, how different funding sources (i.e., federal, state and local) are allocated and how much is spent per pupil.
