School and District Improvement Peer-to-Peer (P2P) Exchange Series Summary

P2P Description: The School and District Improvement (SDI) State Collaborative on Assessment and Student Standards (SCASS) is a group of 20 states convened approximately three times a year by the Council of Chief State School Officers (CCSSO). The Elementary and Secondary Education Act (ESEA), as reauthorized by the Every Student Succeeds Act (ESSA), requires state education agencies (SEAs) to rethink how they support and intervene in their lowest performing schools.

The SDI SCASS provides an opportunity for States to collaborate, share best practices, and problem-solve together to address these challenges. To expand and deepen the dialogue about pressing topics that surfaced during the SDI SCASS in-person convenings, the State Support Network (the Network) partnered with CCSSO to offer a peer-to-peer (P2P) Exchange series for the 20 participating States. The P2P Exchange series included five virtual sessions focused on the following topics identified on by SDI SCASS members:

  • Session 1: School Improvement Frameworks and Progress Monitoring
  • Session 2: Addressing Teacher/Leader Turnover and Strategies for Sustaining School Improvement Strategies
  • Session 3: Family and Community Role in Effective School Improvement
  • Session 4: Ensuring Shared Accountability for Schools at the District and School Levels
  • Session 5: Creating Evidence-Based Interventions for Unique Contexts

P2P Objectives: The Network established four primary objectives for the P2P series to support the SDI SCASS States in strengthening their school improvement technical assistance for districts, particularly in support of schools identified for comprehensive and targeted support:

  • Build a shared understanding of requirements, national context, and common challenges or problems of practice related to school and district improvement under ESSA.
  • Identify promising practices, innovative solutions, and tools and resources from peer States and other technical assistance providers to support targeted support and improvement (TSI) and comprehensive support and improvement (CSI) schools in their improvement efforts, including leveraging the CCSSO School Improvement Principles that serve as the foundation of the SDI SCASS.
  • Develop, strengthen, and sustain partnerships within and across participating SEAs to leverage resources and facilitate school and district improvement efforts.
  • Define specific action steps to address challenges and needs discussed during the P2P Exchange sessions.

Participating SEAs: Alaska, Arizona, Arkansas, Delaware, Georgia, Hawaii, Indiana, Kansas, Kentucky, Maine, Maryland, Michigan, Mississippi, Missouri, New Jersey, Ohio, Oklahoma, Oregon, South Dakota, and Utah

P2P Duration: May 2019 through February 2020
