Principal Talent Management

CoP Description:  The Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act of 2015 (ESSA), notes that the purpose of Title II funding

“…is to provide grants to State educational agencies and subgrants to local educational agencies to—

    1. increase student achievement consistent with the challenging State academic standards;
    2. improve the quality and effectiveness of teachers, principals, and other school leaders;
    3. increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and
    4. provide low-income and minority students greater access to effective teachers, principals, and other school leaders.”

As State educational agencies (SEAs) and local educational agencies (LEAs) design systems and practices that support school principals based on the ESSA’s provisions, they are at differing stages of development. Some states have prioritized the development of support systems for school leaders, while other states are just beginning to design a support system.

The Principal Talent Management (PTM) CoP focused on how SEAs and LEAs at all levels of practice could increase their understanding of evidence-based strategies for preparing, attracting, supporting, and retaining an effective and demographically diverse principal workforce, and develop systems and practices to support state and local PTM strategies. Specifically, participants focused on strategies around leadership standards and principal preparation, with an explicit focus on developing leaders in difficult-to-staff contexts and environments.

The PTM CoP pursued the following learning objectives:

  1. Participants will understand strategies for utilizing leadership standards and maximizing relationships with principal preparation programs.
  2. Participants can develop systems, practices, and action plans to support LEA and SEA efforts in incorporating leadership standards in PTM work and/or improving relationships with principal preparation programs.
