Building Strategic Partnerships: State and District Collaboration Mapping Process

The Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA), requires states to identify schools in need of comprehensive or targeted support and improvement (i.e., CSI and TSI schools) and to develop processes by which to support those CSI and TSI schools. The U.S. Department of Education strongly recommends that districts design processes that allow stakeholders to provide feedback throughout the implementation of ESEA. The Building Strategic Partnerships tool presents a process for involving stakeholders in meaningful, strategic, and ongoing dialogue to inform school improvement policies and processes. Through facilitated sessions, states and districts will map out a plan for engaging stakeholders to promote the development of robust and feasible school improvement efforts.
