The Effective Educator Development Programs Division is excited to announce that on February 25, 2022 the U.S. Department of Education published in the Federal Register a Notice Inviting Applications (NIA) for the Teacher Quality Partnership (TQP) grant program. This TQP FY 2022 grant competition has an estimated $35,000,000 and anticipates making approximately 25-30 new awards contingent upon the availability of funds and quality of applications. The Federal Register contains the complete FY 2022 TQP Notice Inviting Applications (NIA). The FY 2022 TQP grant competition will close on April 26, 2022

Pre-Application Informational Webinars

For the FY 2022 TQP Competition, we have provided four pre-recorded pre-application Webinars designed to provide technical assistance to perspective applicants. Webinars may download to your personal devices for unlimited access as your draft and prepare to submit your TQP application. (We will upload webinars within two weeks of the NIA publish date.)

2% Administrative Cost Cap

HEA Section 203(d) states an eligible partnership that receives a TQP grant may not use more than two percent of the funds provided to administer the grant.  All TQP grantees are required to comply with this 2% Admin Cost Cap.  Please review the slide deck to better understand this requirement and how to apply it to your TQP grant.

Applications must be submitted electronically through the Grants.gov system at http://www.grants.gov

  • Applicants are encouraged to download the TQP Application Instructions Package and review it in its entirety. It contains information and instructions that will be helpful to you and you prepare to submit your TQP application. Please note this application instructions package is the same package found in http://www.grants.gov.
  • The TQP Application Instructions Package should be used as guidance only and applicants should always refer to the TQP NIA published in the Federal Register on February 25, 2022 for official application instructions.

Required Application Forms

These ED required forms are in the electronic application package in Grants.gov. Below is a list of the required forms that must be completed and submitted at the time of application. Electronic versions of each form can be found here.

  • ED Form 424–Application for Federal Education Assistance (Form and Instructions)
  • ED Grant Application Form for Project Objectives and Performance Measures Information – 1894-0017
  • gov Lobbying Form
  • Standard Form LLL–Disclosure of Lobbying Activities (optional)
  • Required Response to Section 427 of GEPA

Required TQP Program Checklists

These TQP program checklists are now REQUIRED and must be submitted at the time of application. If these checklists are not submitted, the application may be considered incomplete and ineligible for review. These checklists are fillable PDF documents and must be completed and uploaded into Appendix A of the Other Narrative Attachment section of your TQP application. Please use the versions included below.

Required EED Applicant/Grantee Budget Worksheet This EED Applicant/Grantee Budget Worksheet is REQUIRED and replaces the ED 524 Budget Form for the TQP program. Applicants are strongly encouraged to review the document instructions as well as solicit help from their budget office when completing the worksheet. The worksheet must be submitted at the time of application. If this worksheet is not submitted at the time of application, the application may be considered incomplete and ineligible for review. This budget worksheet must be completed and uploaded into the Budget Narrative Attachment section of your TQP application.

NOTE:  When you submit your application electronically, you must upload any narrative sections and all other attachments to your application as files in either Portable Document Format (PDF) or Microsoft Word.  Although applicants have the option of uploading any narrative sections and all other attachments to their application in either PDF or Microsoft Word, we recommend applicants submit all documents as read-only flattened PDFs, meaning any fillable PDF files must be saved and submitted as non-fillable PDF files and not as interactive or fillable PDF files, to better ensure applications are processed in a more timely, accurate, and efficient manner.

This TQP FY 2020 grant competition has an estimated $9,000,000 and anticipates making approximately 12-15 new awards. The Federal Register contains the complete FY 2020 TQP Notice Inviting Applications (NIA). The FY 2020 TQP grant competition will close on July 2, 2020

This TQP FY 19 grant competition has an estimated $37,000,000 and anticipates making approximately 20 new awards. The Federal Register contains the complete FY 2019 TQP Notice Inviting Applications (NIA). The FY 2019 TQP grant competition will close on May 20, 2019

The Teacher Quality Programs Division is excited to announce that on Friday, May 11, 2018, the U.S. Department of Education published in the Federal Register a Notice Inviting Applications (NIA) for the Teacher Quality Partnership (TQP) grant program. This TQP FY 18 grant competition has an estimated $14,000,000 and anticipates making 20 new awards. The Federal Register contains the complete FY 2018 TQP Notice Inviting Applications (NIA).
