1. Background

About Consolidated State Performance Reports

The Consolidated State Performance Report (CSPR) is the required annual reporting tool for each State, the Bureau of Indian Education, District of Columbia, and Puerto Rico as authorized under Section 8303 of the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA). The CSPR collects data on programs authorized by:

  • Title I, Part A;
  • Title I, Part C;
  • Title I, Part D;
  • Title II, Part A;
  • Title III, Part A;
  • Title IV, Part A;
  • Title V, Part A;
  • Title V, Part B, Subparts 1 and 2; and
  • The McKinney-Vento Act.

How the CSPR is Used:

In general, the Department uses the information derived from the CSPR to: (1) assess and report individual program performance; (2) monitor States’ implementation of the ESEA and the extent to which States are meeting program and accountability goals; (3) identify areas for technical assistance to States and overall program improvement; (4) inform policy and program improvement; (5) monitor and report its progress in meeting Strategic Plan goals; and (6) inform other reporting and program evaluation requirements.

How the CSPR is Organized:

Each year, states are required to provide data for CSPR Part 1 and CSPR Part 2. Although the reports can change from year to year, generally you will find the following information in each report:

CSPR PART 1:

  • General Information
  • Student Academic Achievement and Participation in State Assessments
  • Teachers
  • Title III, Part A and Language Instruction Programs
  • Persistently Dangerous Schools
  • Education for Homeless Children and Youths Program
  • Education of Migratory Children

CSPR PART 2:

  • Accountability
  • Graduation Rates and Postsecondary Enrollment
  • Title I Part A Participation
  • Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent, or At Risk
  • Student Support and Academic Enrichment Grants (Title IV, Part A)
  • Funding Transferability for State and Local Education Agencies (Title V, Part A)
  • Rural Education Achievement Program (REAP)
