As part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, Congress appropriated $100,000,000 to the U.S. Department of Education (Department) for Project SERV grants to prevent, prepare for, and respond to the novel Coronavirus 2019 (COVID-19) disruptions.

Project SERV historically has given the Secretary authority and resources to respond immediately—without the need to wait for action by Congress—to violent or traumatic incidents that disrupt the learning environment in schools and postsecondary institutions.  In the current context, Congress rapidly provided more than $30 billion in other CARES Act funding to nearly all States, school districts, and postsecondary institutions, and the Department has made nearly all of these funds available to eligible applicants.  Much of that has yet to be spent.  Consequently, the Department believes the most prudent approach to determining the best use of CARES Act Project SERV funds is to hold these funds in reserve while grantees develop and implement plans for using the much larger resources available under the Governor’s Emergency Education Relief Fund ($3 billion), the Elementary and Secondary School Emergency Relief Fund ($13.2 billion), and the Higher Education Emergency Relief Fund ($14 billion).  The Department will announce plans for making Project SERV funds available to eligible applicants later this year, with a likely focus on applicants with significant unmet needs stemming from the COVID-19 pandemic as well as additional needs that could emerge due to future related issues affecting schools and postsecondary institutions during the 2020-2021 school year.
